MUSD ERate RFP FY2015

Summary

This page provides detailed information concerning the Form 470 (Application Number: 317380001331473) filing by Martinez Unified School District ("MUSD") for Internet Access and Telecommunications services for FY2015. Submitting a Proposal

Vendors wishing to submit a proposal for any of the services listed below must include all of the following:

  • A cover letter which provides a brief summary of the company and indicates the services which are covered by the proposal.
  • Complete rates for all services included in the proposal.
  • A complete listing of all implementation costs for the proposal.
  • An estimate of the total annual charges for the proposal, based on the utilization information provided in this document.
  • A listing of client references (K-12 educational institutions preferred.)

All vendor proposals must be received by Thursday, March 19, 2015 in order to be considered for the E-Rate FY2015 filing year. Vendor proposals shall be delivered to:

Internet Access

The Martinez Unified School District (MUSD) wishes to receive bid proposals for Internet Access services for E-Rate Funding Year 18 (2015-2016). 

Currently, Martinez Unified School District receives 200 Mbps of Internet bandwidth through a single fiber-optic connection. MUSD utilizes approximately 9 contiguous class C subnets for public IP addresses. This may be expanded during the 2014/2015 filing year. MUSD is seeking 200 Mbps services with the ability to scale up to 1 Gbps, for which it will file for E-Rate matching funds at an anticipated 46% discount. The Service Provider must be willing and able to discount MUSD invoices and file SPI (Service Provider Invoices) directly with the Schools and Library Division.

Additionally, Martinez Unified School District has a 100 Mbps backup Internet connection from a secondary provider, with 5 static public IP addresses.  This is asynchronous service with 20 Mbps of upstream bandwidth.  MUSD is seeking equivalent services, for which it will file for E-Rate matching funds at an anticipated 46% discount. The Service Provider must be willing and able to discount MUSD invoices and file SPI (Service Provider Invoices) directly with the Schools and Library Division.

Wireless Phones

The Martinez Unified School District (MUSD) wishes to receive bid proposals for Wireless Phone services for E-Rate Funding Year 18 (2015-2016). 

Currently MUSD utilizes approximately 100 wireless handsets for "Push-to-Talk" (PTT) and cellular phone services. All wireless phones must have PTT capability, with the ability for each handset to connect privately to every other handset without manual channel switching, and the abilty to broadcast message to all other handsets simultaneously, or to broadcast to predefined "groups" of handsets. Approximately 10 of the handsets must have cellular phone capabilities built in, with the ability to send calls to (and receive calls from) the PSTN directly.  Approximately 50 of the handsets must be able to communicate with local radio handsets at the schoolsite.  The remaining handsets must have some mechanism for preventing calls to/from the PSTN, and will function only in PTT mode. This service may be awarded to mulitiple service providers.  Proposals must include all usage charges and rates for cellular service, equipment, PTT service and any usage charges. The Service Provider must be willing and able to discount MUSD invoices and file SPI (Service Provider Invoices) directly with the Schools and Library Division.

Question 1:      Can a vendor bid on only the network portion of your RFP (200Mbps scalable up to 1Gbps and a 100Mbps Back-Up circuit) w/o bidding on the 100 wireless handsets for communication between sites?

Answer 1: Yes, the wireless handset service is currently provided by a seperate vendor from the network services, and it is anticipated that it will continue to be in the future.

Question 1:      Who is the incumbent ISP for Martinez USD?

Answer 2: The Contra Costa County Office of Education (CCCOE) is the current ISP for the Martinez Unified primary internet service (200 Mbps.)  Connection to the CCCOE is provided by AT&T utilizing ASE under a 3 year contract.  The district is currently in year 1 of the ASE contract.  The 100 Mbps backup connection is currently being provided by Comcast Business Internet Solutions.
